Information on The Monarch: A Development Proposal Currently Undergoing Review by the Forest Park Southeast Development Review Committee

What is the Development Review Committee?

The Forest Park Southeast Development Review Committee is composed of residents and stakeholders who advocate for neighborhood-positive developments in the FPSE neighborhood. This includes the review of proposals where the city would like neighborhood input – including conditional uses, variances, tax abatement, and anything related. It meets once a month, with meeting materials posted on this page. While the committee is currently interim, there is an application on that page to apply to join.

History of the Property:

The Phase 1 site is currently owned by a partnership between residents Derek and Toni Zimmerman, and NorthPoint Development.

Situated at the intersection of South Kingshighway Blvd. and Oakland Ave., the site consists of seven homes that have been vacant for several years.

The buildings are currently undergoing emergency demolition and require environmental remediation. Previously the site had been proposed as a hotel, and most recently a multifamily project.

Phase 1 of Project

NorthPoint Development proposed Phase 1 to hold 150 residential units, ranging from studio to two-bedroom, accompanied by 157 parking spaces both at-grade and below-grade as a part of a podium-style housing structure. The building footprint would take up about 32,000 sq. ft. of the roughly one-acre parcel, with amenities for residents. For more information on the first part of the proposal, please go through the January meeting materials with this proposal featured and find the minutes from that meeting in the February meeting materials. The second meeting addressing this project took place at the February 20th Forest Park Southeast Neighborhood Association meeting and another Development Review Committee meeting is scheduled for Saturday, 4/20 at 10am at SLU High School specifically addressing this project and inquiries on it that have been brought up thus far.
